The methodology for this project consisted of examining and evaluating the availble literature on the potential for energy efficiency in Québec, the barriers to energy efficiency and the socio- economic classes to which they apply, and finally tools and programs which help individuals to overcome these barriers. Government reports, NGO reports, and journal articles were examined.
